Where in Africa Should You Hire Software Developers?

Nigeria, South Africa, Egypt or Kenya? What Remoteli's recommendation data shows for eight software development roles, and why experience and working hours change the answer.

Key takeaways

  • For English-language development roles on UK, European or North American hours, Remoteli most often recommends Nigeria at Junior and Mid level and South Africa at Senior level.
  • Choose Asia-Pacific hours and the recommendation moves to Egypt for most development roles, at every experience level.
  • AI Engineering, Quality Assurance and Technical Project Management follow their own patterns, involving Egypt and Kenya.
  • For French-language development work the recommendation is Côte d'Ivoire; for Arabic it is Egypt.

There is no single best African country for software developers. There is a best fit for a particular role, at a particular experience level, working particular hours. Remoteli's recommendation data makes that concrete. Across its eight software development roles, four markets do almost all the work: Nigeria, South Africa, Egypt and Kenya, with Côte d'Ivoire and Senegal for French-language teams.

This guide sets out the pattern honestly, including where markets are not recommended, and adds sourced context on each developer ecosystem. For the hiring process itself, from writing a technical brief to assessing candidates, read how to hire remote software developers; for the wider case for hiring in Africa, see our guide to hiring talent in Africa.

What the Recommendation Data Shows

Remoteli's Solution Builder recommends a market from four inputs: role, experience level, working language and working hours. The table shows the English-language recommendation for UK & Europe hours, which is also the answer for Flexible hours across all eight roles.

Two things are worth noticing. First, the experience level changes the market for every role. A business hiring a Mid Back-End developer and a Senior Full-Stack lead will usually have colleagues in two countries. Second, the roles that are less about writing code, AI Engineering and Technical Project Management, break from the pattern. Our explainer on how Remoteli recommends a talent market shows how the inputs combine.

How Working Hours Change the Answer

Working hours matter more for development roles than for many others, because they decide which markets can sit close to the rest of your engineering team.

  • North America: Nigeria at Junior and Mid, South Africa at Senior, for seven of the eight roles. Technical Project Management moves to South Africa from Mid level.
  • Asia-Pacific: Egypt at every level for Full-Stack, Front-End, Back-End, Mobile App Development, DevOps Engineering and AI Engineering. Quality Assurance is Kenya at Junior and Mid and Egypt at Senior; Technical Project Management runs Kenya, South Africa, then Egypt.
  • UK & Europe and Flexible: as in the table above.

If your engineers are split across regions, choose the hours your new developer most needs to share, usually those of the person who reviews their code.

Nigeria: Depth for Junior and Mid Developers

Nigeria is Remoteli's most frequent recommendation for English-language development work below Senior level. The U.S. International Trade Administration describes Lagos as the top destination for investment in what has been called "Africa's Silicon Valley", home to five of the continent's seven tech unicorns, and notes the national 3 Million Technical Talent (3MTT) scheme, which aims to train and employ three million young Nigerians in technology.

GitHub's Octoverse 2024 counted more than 1.1 million developers on its platform in Nigeria, up 28% on the year before. That figure counts accounts, not professional engineers, but it shows the size and momentum of the community employers are hiring from. Our guide to hiring talent in Nigeria covers the market more broadly.

South Africa: The Senior Market

At Senior level, the recommendation moves to South Africa for seven of the eight roles on UK & Europe hours and for all eight on North American hours. South Africa's approved Remoteli profile lists software development among its core strengths, alongside leadership and management, and the U.S. International Trade Administration notes that English is the most used language for conducting business there.

Octoverse 2024 counted more than 664,000 developers on GitHub in South Africa, up 23%. For a Senior developer who will set standards, review others' work or lead a small team, South Africa is usually where Remoteli starts. See hiring talent in South Africa.

Egypt: Asia-Pacific Hours and AI Engineering

Egypt is the recommendation for most development roles when you choose Asia-Pacific hours, and for AI Engineering at Mid and Senior level on UK & Europe and Flexible hours. It is also the recommendation for every role when Arabic is the working language. Octoverse 2024 counted more than 990,000 developers on GitHub in Egypt, up 25%, and highlighted the communications ministry's "Our Future is Digital" skills initiative.

Two planning points apply: Egypt observes summer time, and its typical working week runs Sunday to Thursday. Both are covered in our guide to hiring talent in Egypt.

Kenya: Delivery and Quality Roles

Kenya appears for the roles that sit around the code: Technical Project Management at Junior level, and Quality Assurance at Junior and Mid level on Asia-Pacific hours. On GMT+3 all year, it is the furthest east of Remoteli's eight markets, which brings it closer to Asia-Pacific working hours. Octoverse 2024 counted more than 393,000 developers on GitHub in Kenya, up 33%, and noted that in 2022 Kenya became the first African country to teach programming in primary and secondary schools.

French-Language Development Teams

If your developers must work in French, Côte d'Ivoire is the recommendation for Full-Stack, Front-End, Back-End, Mobile App Development, DevOps Engineering and AI Engineering at every level and for every working-hours choice. Quality Assurance and Technical Project Management start in Senegal at Junior level and move to Côte d'Ivoire from Mid. Our guide to French-speaking talent in Africa explains the French-language pattern across all roles.

What About Ghana and Rwanda?

Remoteli's data does not recommend Ghana or Rwanda first for any software development role. Both remain approved alternatives when the English-language recommendation is Nigeria, South Africa or Kenya, so you can choose them if you have a reason to, such as existing colleagues there. Ghana's strengths in Remoteli's data lie in administration, customer support and finance roles, and Rwanda is positioned as an alternative market across functions.

Running a Team Across Two Markets

Because the recommendation changes with seniority, a small development team often spans two countries: Junior and Mid developers in Nigeria, a Senior in South Africa. That is easier than it sounds. Lagos runs on GMT+1 and Johannesburg on GMT+2, neither with daylight saving time, so the two are an hour apart all year and both sit within two hours of London.

What makes a split team work is the same as for any remote engineering team: one repository and one set of conventions, code review with clear turnaround expectations, written decisions, and a regular moment when everyone is online together. Decide early who owns architecture and who approves merges, so a Senior in one market and Mids in another are not waiting on each other. If you are adding DevOps or testing capacity, our guides on when you need a DevOps engineer and QA outsourcing versus a dedicated QA tester cover those decisions.

Putting It Together

For most UK and European businesses hiring their first remote developers, the practical path is a Junior or Mid developer in Nigeria, with a Senior in South Africa when you need someone to lead. If your team works Asia-Pacific hours, or you need AI Engineering experience at Mid level or above, look at Egypt. If you are still deciding which kind of developer you need, our guide to front-end, back-end and full-stack roles will help, and the Software Development service page lists all eight roles.

Every Remoteli developer is a dedicated, full-time contractor working 180 hours a month. Remoteli manages recruitment, onboarding and ongoing operational support; your team directs the work, reviews the code and sets priorities.
